Utreg Centraal is the annual celebration of the Utrecht hiphop scene. It pretty much turns into a celebration of the humble city itself and the team spirit that infuses it. Utrecht may not be Amsterdam or Rotterdam but it's got a vibrant, mutually supportive environment where everyone comes together to make music and have a good time. It's kind of a tribal thing. Hence the scarves. And the dancing afterwards. Which amongst the natives consists of waving scarves or shirts above their heads (in a ritual dating back to Melt Festival 2008) while the Italian guests tend to prefer waving their groins in everyone's faces to general consternation (long story, don't ask).
